- Update Tumbleweed to 7.7.0

  because qt6 version in Leap is to old for newest calibre.
  Since calibre 7.5 qt6 version 6.5.3 is needed.

- The headless QPA plugin states minimum cmake 3.21 version requirement in the
  cmakefile and won't build on Leap. Upstream recommends version 3.27.6 to build.
  Add this requirement to the spec file.
