An ELF Prelinking Utility

This is no longer required by ghc-rpm-macros. The root cause was fixed in
ghc 7.8. The package will be disabled for now. 

This package is required by the latest version of ghc-rpm-macros
and is included here for SUSE Linux Enterprise builds. It's only
required for Haskell package builds and doesn't need to be published.

The prelink program is a utility that modifies shared libraries and
executables in the ELF format so that far less relocations need to be
resolved at run time.  This decreases program start-up time.
