This package is linked against in the devel:tools:compiler project - it's breaking some packages for me (opencv 2.4.9 in particular) from what I can tell and it's rc1, are we jumping the gun adopting it this fast? I like my opensuse project's running official releases :-).

3.1.0-rc1 breaks building shared libraries on x86_64:

/usr/lib64/gcc/x86_64-suse-linux/4.8/../../../../x86_64-suse-linux/bin/ld: CMakeFiles/cmime.dir/cmime_address.c.o: relocation R_X86_64_32 against `.rodata' can not be used when making a shared object; recompile with -fPIC

sorry, this is putting the blame at the wrong place, the actual culprit in my case comes from devel:languages:python
