- Enable TensorFlow Lite on Leap 15.2+ (follow armnn)

- Add armnn-mobilenet-quant example for arm NN TfLite, 
  disabled for now as ONNX parser is not enabled on armNN
- Disable TensorFlow example as armNN disabled it
