yast2-country, yast2-installation: fixed issue with encoding if nothing is configured
This update fixes the following issues with yast2-country and yast2-installation:
- yast2-country:
+ bnc#815265: do not use non-UTF encoding fallback when nothing is configured
- yast2-installation:
+ bnc#815265: if RC_LANG is not set, use en_US as default in startup-scripts
