glibc: bugfixes in IPv6 and ARM support
glibc was updated to fix some bugs:
- Correctly determine hwcap for IFUNC resolver on ARM.
- Fix nscd getservbyport not to ignore proto (bnc#849719)
- Fix rotation in presence of name servers with IPv6 address (bnc#848783)
