Recommende update for rust and cargo
This update updates rust to version 1.23.0 and cargo to version 0.24.0.
These versions are a build dependency for an upcoming update to Mozilla Firefox to version 60 ESR (bsc#1030232).
These sources were imported from the SUSE:SLE-12-SP2:Update update project.
