sysconfig: Two fixes
This update fixes the following issues with sysconfig:
- bnc#846031: Skip also systemd redirection for ifdown -o ifplugd (bnc#846031).
- bnc#845792: Fixed to check restorecon existence before calling it as selinux is not installed by default
