rsync: update to 3.1.0
This update fixes the following issues with rsync:
- update to 3.1.0
* fixes bnc#845185/bnc#847576
- don't apply drop-cache.patch (removed from upstream)
- use lp_num_modules instead of the removed lp_numserv
- add gpg-offline tarball checking
- add time-limit option
