This recommended update for spec-cleaner fixes the following issues:
- Remove PKGBUILD until service-download_files is fixed to work fine with them
- Fix diff mode
- Various %if macro whitespacing issues squashing
- Base pkgconf conversions from 13.2
- Various small fixes and macro expansion.
