This update for docker improves the upgrade experience for an upcoming migration from 1.9.x to 1.10.x.

- Add the ability to not restart the docker service during certain updates with long migration phases (boo#980555)

golang-packaging was updated to 14.9.2 with a number of adjustments to go packaging macros.
