- update to 0.18.1 with following highlights:
  * torchvision.transforms.v2 is now stable and support image classification,
    segmentation, detection, and video tasks.
  * support for the CutMix and MixUp augmentations
  * new Swin Transformer V2 architecture 
  * a new Multi-weight support API for loading different weights to the
    existing model 
  * Optical Flow support and RAFT model
  * RegNet and EfficientNet
