Do you need cookiecutter as python library? For cookiecutter as executable (program) the current form is preferred.

BuildRequires: %{ansible_python}-cookiecutter >= 1.7.3

Cookiecutter was recently removed from the upstream project: https://github.com/ansible-community/molecule/commit/21dcd2bb7e8e9002be8bbc19de3e66ec3ce586f1
