I would rather this just be blanket disabled than conditionally disabled.
If it's to remain conditionally disable, comments must be added with the bcond lines stating that bcond_with means to disable this feature, and bcond_without means to enable.

still curious to find out what the rationale behind the disablement is. the bug is still inaccessible, @kukuk .
It's nothing security sensitive. It appears to just be future proofing because the feature was never used and it's causing issues in builds.
