The double `` quotes are somewhat strange, looks a little bit like MarkDown gone wrong. Is this supported/used by any of the formatters consuming the changelog?
No changelog parser known to me concerns itself with more than * being a bullet point beginner, so the rest is (still) free game. I have been trying out rST (not MD) lately in a few packages. MD suffers from an unwieldly (hyperlink syntax that is difficult to remember)[https://lwn.net/Articles/941399/], and even moer egregiously, MD uses whitespace-at-EOL, which most text formatters will gladly kill.
