I understand this is urgent because of RPM 4.19, so I am going to green-light this. However, there are several minor issues that will need to be fixed down the line:

• The URL is now http://www.zucic.org/garlic/
• Sources must be full URLs.
• %autosetup is recommended.
• %make_build, rather than make %{?_smp_mflags} is recommended.
• Most importantly, the package seems to be no longer maintained upstream. Last release, the current version, is from 2006 and I do not see any public VCS repository either. Always makes me worried about potential security issues with unmaintained stuff.
