Fix gnome-control-center timezone/ntp settings (bnc#796055). This is a large update that involves restoring a lot of code to both gnome-control-center and gnome-settings-daemon that was removed in gnome 3.4. In particular this uses both D-Bus and Polkit; however keep in mind that all of the restored code is already present in 12.1. Some build dependencies are added but no runtime dependencies (g-s-d already required the polkit executable, which required dbus).
A side effect of using g-s-d instead of timedated is that authentication is now required to change the timezone; however since the timezone setting is nonfunctional without this patch, that's not really a loss.
Also updates gnome-control-center to v3.4.3.1 for miscellaneous fixes (including several crashes) and to drop some patches.
