I removed the unneeded BuildRequires. But I will still need you to create a link from devel:languages:python/python-PyBindGen for it to build in the science repo.
- Add ns3-3.17-no_python_build_dependencies.patch
Don't make runtime dependencies also build time

"Don't make runtime dependencies also build time" What? A proper sentence would probably help understand what you are trying to do here. I wanted to make this a review and not a decline, but https://build.opensuse.org/request/add_reviewer_dialog?id=182645 gives me 404.

I am not native. But it seems clear to me. python-goocanvas, python-gtk and python-pygraphviz are runtime dependencies of NS-3. You need them when running NS-3. You do NOT need them to build NS-3, but the build scripts checks for them. I am just disabling the checks at build time, so I can remove the BuildRequires without losing any functionality.
