Updated libvirt package for 13.1 maintenance. The previously submitted
maintenance update (MR#208611) introduced a dependency regression due
to a bogus change in the spec file - see bnc#848918. I spend quite a
bit of time working with the upstream libvirt community to cleanup
and fix the spec file, the results of which are included in this update.
