You will first need to report an issue in bugzilla. (you may cc me for guidance) Then this patch should be submitted to the development package server:database mariadb first for review by maintainers there. This ensures that at least Factory/Tumbleweed get the fix.

Once the fix through the devel project such a maintenance update can be considered, much like you submitted it now. The mariadb package maintainers may also do that for you. The changelog needs to contain the patch name and the bugzilla reference.
