This change dropped opensuse_rules.cmake without a note in cmake.changes. I didn't use it at the time of the change, but later in an Appimage build which broke when the toolchain was updated.

You are pointing at the right spot. However, it took me another moment to realise that "cmake.rules" == "opensuse_rules.cmake", and that's the reason why greping the changelog for "opensuse_rules" or "rules.cmake" didn't work.
