This is not a good solution. foo-2 always implicitly obsoletes foo < 2 already, simply by how rpm was designed to work. Now you are adding an Obsoletes to utils-libnfs, and I would expect that it simply gets ignored. Likewise ignored will the new Provides be, since real package names with the same name get a little higher priority than virtual provides.
The right way would be Provides: libnfs:/usr/bin/sometool, and no Obsoletes, as per https://en.opensuse.org/openSUSE:Upgrade_dependencies_explanation .
