It requires gnustep-make and gnustep-base from X11:GNUstep.
So if I understand it correctly we would need to link gnustep-make and gnustep-base to Archiving in order to build this package, while neither of those packages is present in Factory, thus this package would be not submittable itself?
Correct. As to how to get gnustep-make and gnustep-base into Factory, I will entertain suggestions (X11:GNUstep is not a devel project).
Since it won't have to go into nonfree and it fully supports rar, I think it would be worth the effort.
As for becoming devel project, correct procedure is to ask at factory ml
