A request from the upstream maintainer (i.e.: me): please deploy this ASAP. This reverts a change that does no change in behavior (0002) and the dependency version bump (0003) so KGpg 16.12.0 builds again for 42.2. I keep getting duplicate reports by people running in already fixed crash bugs in 16.11.90. Another one of those crashes is also fixed (0001).

Well, the build fails (because the .changes file is broken) as you can see I hope... ;-) And you'd also need to mention all added patches there, see https://en.opensuse.org/openSUSE:Packaging_Patches_guidelines
Anyway, I'll decline your request and take care of submitting the proposed changes myself ASAP, so you won't have to do that yourself.
