I was able to build sbsigntools for current Fedora releases, by adding a conditional in the RPM SPEC file for the build dependencies, as described here:
https://en.opensuse.org/openSUSE:Build_Service_cross_distribution_howto
This is allowing OBS to successfully build packages for both OpenSUSE and Fedora. Please review this modification and add Fedora repositories to your OBS project configuration.
