We actually DO use the service do update this package, we just do not let OBS execute it, because 'we love control'
change the _service file to point to a new rev, "osc service dr" et voila - you get a new tarball, an updated .changes file and five minutes of free time.

Any reason you deleted _servicedata? That means whoever does the next update can't profit of the automatic changes extract based on git commits... please don't do that
The changes file is not automatically generated. _service isn't even used. For what I care useless files should be removed altogether (incl _service). If you really insist I can do yet another SR, although (excuse my bluntness) I personally think it's stupid.
Actually, I (= the one who submitted the last 0.8.x updates) did not use the service because review bot complained about that. If you insist on doing updates in a way that does not work with the web interface, don't expect further contributions from me. ¯_(ツ)_/¯
