Okay, but where do I make such a package request? On https://build.opensuse.org/project/requests/windows:mingw:win64 there is no button, whatsoever.

For packages that already exist,
osc bco windows:mingw:win64/mingw64-whatever, for non-existing ones,osc bco -N windows:mingw:win64/mingw64-mynewthing. (bco=branch+checkout)
