Implement single-spec version
We'd like to hold off the single-spec change until 2016.10 is in Factory, is that okay?
Okay, but the hard dependency on timezone 2017a breaks the build for Factory and most other build targets. This submission fixes that problem, enabled the patch only for the one build target that actually has 2017a.
openSUSE:Leap:42.1:Update and openSUSE:Leap:42.2:Update have 2017a as well, but the project is set up incorrectly.
This is blocking from migrating more specs (eg cryptography). So please get this in dlp asap.
