You need the matching aaa_base submission. Was submitted at the same time as filesystem, since then waiting for the package maintainers ... Since some minutes it's in Base:System, don't know if they forwarded it now finally to Factory.
seems most of those failures https://build.opensuse.org/project/monitor/openSUSE:Factory:Staging:A?arch_x86_64=1&defaults=0&failed=1&repo_standard=1 are about this change.
Most failures look like tex.
gdb comes from one of the changes of Werner or Ludwig in aaa_base, but not the removal of the system users.
