If the older libraw is sufficient, why apply the patch conditionally?

Just to be sure all the features/fixes in 0.16.0 are available in the libkdcraw version of openSUSE. Would you prefer to apply the patch and reduce the required version in every case?

Patches should be universal, if an older version disables certain features but compiles fine otherwise, it works fine in all cases.
It would be an upstream candidate in that case though.
