This is NOT really what I want to den you. But OBS completely mixes up the spec. My change was ONLY in line #230 a change from "Requires: php-pear-Archive_Tar" to "Requires: php7-pear-Archive_Tar". And a corresponding changes line.
You might close the request and add that manually. This request is related to https://bugzilla.opensuse.org/show_bug.cgi?id=1052389
