Move location of kernel modules from /lib/modules/$(uname -r)/misc to
/lib/modules/$(uname -r)/extra. This change is supposed to force rebuild
of the modules when the kernel is updated.

The packages in the update repositories are newer rebuilt automatically. The binaries released onto update depend exclusively on what was in :Update at the time and the same incident. Therefore this change has no effect on maintenance that I can see. Can you explain that?

Also, does this have a bugzilla entry.

This change is suggested by Jiry Slaby as a fix for the problem that the VB kernel modules are not rebuilt when the kernel changes. See the thread ":Missing virtualbox-host-kmp-default for 4.14.3" in the openSUSE-Factory Mailing list. The bugzilla entry is bsc#1068211.

For Leap this does not work like that. Released maintenance updates are built only once with the kernel released at the time. They are then never built again after their release, also not after a new kernel update is released. That is, of course, until the next VirtualBox maintenance update is done, in a subsequent update or in the very same incident.
