- update to 5.0.4
This release fixes one security issue.

- checksetup.pl would fail to update Chart storage during
pre-3.6 to 5.0 upgrade. (Bug 1273846)
- editflagtypes.cgi would crash when classifications are enabled
and the user did not have global editcomponents privileges.

- The File::Slurp would trigger warnings on perl 5.24.

- All the time entries in the 'when' column had the correct date
but the time was fixed to 00:00 when using Sqlite.

Eric, I think without the updated german translations we will break german installations. I've had a loog at https://sourceforge.net/p/bugzilla-de/ but they didn't offer the translations now. We should possibly split the main package and the translations, but I don't use bugzilla...
I have look before. But no de-version 5.0.4 available till now. But i have no errors. I think the only failure will be missing translations and this text in header: Version 5.0.4 mit Bugzilla-de Version 5.0.3-1 (Die Bugzilla-de-Version ist für die Bugzilla-Version nicht geeignet!) So. No problem. And you must not use it. When de is available i will also update.
