I have seen this request. I already did much of the simplification in a different way in my home repo ( https://build.opensuse.org/project/show/home:czanik:syslog-ng-githead & Co. which has a few more features enabled than the syslog-ng in Base:system) and wanted to do the changes in that style here as well to keep the packages as close as possible.
Version 3.18 of syslog-ng is expected to arrive in the coming weeks. When that's out, I'll update both my home repo and Base:System
In all fairness, this is at the point where you will just have to live with upstream changes, and eventually transplant them into the home: copy (osc up will usually just do fine). In reality, we don't know if and when your home branch will (ever) be ready, and saying "soon" won't make it so. (and it's already been like 7 months).

Still ToDo: - check the warning messages - work on the remaining differences between the semiofficial upstream package I maintain at https://build.opensuse.org/project/show/home:czanik:syslog-ng318 and Base:System/syslog-ng
