How am I to understand this? "apache2-mod_php7 does not provide libphp7.so", so it was made to provide this? But then, that's not what the spec change does.

The bug is that the dependency generator accidentally picked up /usr/lib64/apache2/mod_php7.so as a system shared lib rather than a plug-in for httpd. Hence "libphp7.so()(64bit)" added to the package provides: resolvable in error. The spec change excludes this path from the automatic dependency generation.

That did not make things clearer at all. Here, try this changelog entry @pgajdos:

Cease auto-discovering Provides for /usr/lib64/apache2/mod_php7.so (which, too, oddly has a DT_SONAME of "libphp7.so")
