Add spec files for the following nginx modules:
- devel_kit
- set-mis
- VTS
- header-more
- sticky-module-ng
- nginx-http-auth-digest
- http_substitutions
- cookie_flag
- brotli
- ModSecurity

These modules are not suitable to be distributed with nginx itself, will bring maintenance costs.
Actually I even planned to move the current 3 modules out.
So if they can be packaged separately, do it.
If they have to be compiled when nginx is compiling, please explain in detail why we should include them on the opensuse-factory mailing list.
Personally I prefer our nginx as clean as possible

@MargueriteSu: Could you please elaborate? What makes them "not suitable to be distributed"? What's the real technical reason behind your rejection.
I've already explained many times that those modules are *URGENTLY NEEDED* for CaaSP product and they're used by Kubernetes upstream already: https://github.com/kubernetes/ingress-nginx/blob/master/images/nginx/build.sh
Blocking distribution of those modules means blocking of SUSE CaaSP product, plain and simple.
