I wonder if there should be mechanisms in place to prevent needless resubmissions like this, or at least allow rollback to the superseded one.

sniff - why was that resubmitted? The staging was ready to be accepted with this fix, but due to a resubmit, been reset (and it's not even a different revision) - please check if submitting a package is still needed or if a pending submission is already good enough to fix your issues (especially as a non-maintainer submit will automatically require in plus in a maintainer approval - which only wastes more time again)
