That symlinking is weird. You can define pythonpath:

PYTHONPATH=%{buildroot}%{$python_sitearch}

Also why just running py2 version? The both variant should work like:

%python_expand PYTHONPATH=%{buildroot}%{$python_sitearch} $python -m nose --exclude='^test_export_ps$' --verbose
