* Add prebuilt-pandoc.sh to pre-generate the man pages
* Add prebuilt-pandoc.tgz containing pre-generated man pages

libiscsi fails to build https://build.opensuse.org/package/live_build_log/openSUSE:Factory:Staging:C:DVD/libiscsi/standard/x86_64, we need to patch libiscsi with https://github.com/sahlberg/libiscsi/commit/f1feb218e2823d236569f0ca3cfad07334f2a304#diff-224d71ce8765d38e6e069f646ffff7c2 it seems.

@NMoreyChaisemartin Why do you remove pandoc BuildRequires?
see old comment, https://build.opensuse.org/request/show/616704 we don't want to have pandoc to rings.
@namtrac it creates ring dependencies as mlin says. And it seems pandoc isn't available in OBS for SLE12.
Prebuilding the docs is just easier (and what upstream does with their distribution tarballs)
