- Add missing Requires: for python-tooz

Note: this Require: is usually fulfilled anyway because Manila is installed
alongside Nova which has such a Require: already. When building
openstack-manila-venv, Nova is not installed, though, so python-tooz is not
installed and does not make it into the venv tarball.
