Data subpackage doesn't require main one.
It doesn't have to, main package requires data subpackage, it's more logical this way I think.
Both should require each other because I can install data package without main one or delete main package and save data one.
Yes and it's not a problem imo.
It's just data, there is no dependency for it to "work". It's pretty useless alone without the binary, but it's semantically correct, it's not necessary to forbid it. There are many data packages like that.
Anyway, it's not important, do whatever you want :-)
