AFAICS, this will be removed with glibc 2.28, right?

Might be worthy to add conflicts to glibc-devel < 2.28, in order to ensure proper upgrade paths.

Having all the relevant Conflicts: glibc-devel{,-32bit,-static} in the respective libxcrype-devel* packages should get those solved AND help on the upgrade path to get the install order right (as we already have it paired with a version bump, we should make use of it)
