Should postgresql%pgmajor-devel in the description of server-devel actually be postgresql%version-devel ?
Also, could you add a %ghost /var/run/postgresql entry in the %files section? That way that directory, created by systemd-tmpfiles is assigned to this package.
Finally, could you also add calls to service_del_preun/postun ? Like:
%preun %service_del_preun %{name}.service %postun %service_del_postun %{name}.service ``
