cleaned up to use start-ntpd addserver to update ntpd servers.

Note that this request depends on https://build.opensuse.org/request/show/670220. Please do not push the sysconfig update to factory without the related suse-module-tools update; otherwise the blacklist file will be missing.

I had to supersede this - as I reverted Factory in light of https://bugzilla.opensuse.org/show_bug.cgi?id=1124152

But I would still wait for a real fix, so the superseded one is just a placeholder
