Every dup of libwsman3.rpm will throw an error because ldconfig can not cope with the content between %postun and %pre. See rpm -q --scripts libwsman3.

-p changes just the interpreter of the script. And the script is the content between two macros, if there is any non-whitespace content. So I think the bug is in the spec file, not in rpm.
