especially git submodules

indeterministic timing failure

- Remove test suite from the runtime package
- Add doc/source/*.rst to %docs
- Remove dependency on python3-mock
- Set build dependency ddt minimum version 1.1.1

Get upstream to fix their Manifest.in to include everything needed or use git services to generate the pacakge including the git metadata. See package python-pycryptopp for the _service file.
This is too complex for the gain.

Except python-pycryptopp isnt in d-l-py, and none of the ones in OBS have a _service . Interesting
btw as mentioned in the issue referenced in the old .spec, https://github.com/gitpython-developers/GitPython/pull/788 , upstream isnt going to do this, and it would be unreasonable to expect them to. it is a large test data chunk which can be easily obtained.
