- Add new macro _kf5_dbuspolicydir to handle the new dbus policy
installation dir from KF 5.59
The name is basically taken from the upstream commit:

Untested otherwise, but I think it should be fine...
And judging from the upstream commit, we probably should have a macro for ${KDE_INSTALL_DBUSDIR} in the first place, but that's for later I think...
New version coming up soon, I forgot to actually create the directory.

Whoops, this slipped under my radar. Can you also commit to KUA? There are some changes by me there, but feel free to overwrite them and I'll do them again (logging category changes).
