epstopdf is not installed on SLE12/Leap 42.x, and it works fine, as it is not used at all.
SLE12 log shows [ 215s] sh: epstopdf: command not found [ 215s] error: Problems running epstopdf. Check your TeX installation! and same was true for later versions
Thats what I said - it checks for it, throwing an error message, but does not use it.
If it were required, the BuildRequires should be outside the %if, but it is not - neither on SLE12, SLE15, any Leap version nor on TW.
The changelog entry is cough suboptimal.
The change only adds a dependency, LaTeX was already run also on TW (and failed).
