rook/vendor/github.com/kube-object-storage/lib-bucket-provisioner/LICENSE is GPL-3.0 that means all of rook is GPL-3.0 assuming it's all one big go binary

Fixed upstream now so hopefully not an issue anymore

FYI, lib-bucket-provisioner was changed to Apache 2.0 license today.
