mdadm update for 11.4: SwampID: 41576

- 64-md-raid.rules - Don't ignore partitions when
trying to ignore inactive arrays. The earlier
fix to this file cause partition device files
to not get creates bnc#684291
- super1-byteorder-fix - perform correct byte-order
conversion when checking superblock for assembly.
This affects v1.x metadata on bigendian machines
only. bnc#699667
